三峡库区环境—经济—社会复合生态系统耦合协调发展研究

摘要:
环境—经济—社会复合生态系统是由环境子系统、经济子系统和社会子系统耦合而成的大型综合系统,每个子系统内部及各子系统之间的相互作用及反馈机制共同维持着整个系统的运行与发展。对2005—2014年三峡库区26个区县的分析表明:三峡库区环境—经济—社会复合生态系统发展水平稳步提高并渐趋健康协调,但目前耦合协调层次仍处于较低水平;库首、库腹地区是三峡库区环境—经济—社会复合生态系统实现耦合协调发展的薄弱环节;未来三峡库区环境—经济—社会复合生态系统将会走向高水平协调阶段。应加快三峡库区产业结构绿色化、高级化、合理化进程,库首和库腹地区要坚持“面上保护,点上开发”,库尾地区则要“全面开花,整体优化”,建立健全流域生态补偿机制,并重构基于流域发展的大三峡库区,以促进三峡库区环境—经济—社会复合生态系统实现高水平的耦合协调度发展。

Abstract:
Environment-economy-society compound system is big complex system coupled by environment subsystem, economy subsystem and society subsystem, and the interaction and feedback mechanism between the inside of every subsystem and between every subsystem jointly keep the operation and development of the total system. The analysis based on 26 counties in Three Gorges Areas during 2005-2014 shows that the development level of the environment-economy-society compound system in Three Gorges areas is stably improved, trends to be health and coordinated but currently the coupling level is at low level, that the reservoir head and reservoir hinterland are the weak link for the coupling, and that in the future, the compound system will be coordinated at higher level. China should accelerate the process of green development, superogation and rationality of the industrial structure in the areas, the reservoir head and reservoir hinterland should stick to “protecting the important regions and developing important nodes”, the reservoir tail should “overall develop and holistically optimize”, the Three Gorges areas should set up and perfect the ecological compensation mechanism at whole basin, reconstruct big Three Gorges areas based on basin development so as to boost the coupling and coordinated development at higher level of environment-economy-society compound system in the areas.
