| 深化国有资产管理体制改革必须以“管资本”为主加强国有资产监管。对上海市国有企业中高级管理人员的调研表明，当前上海市国有资产监管主要存在以下问题：从监管主体看，国资委定位不明确，监管组织体系层级多且权责关系不清晰；从监管对象看，国有企业微观运行中市场化与行政化的矛盾依然存在；从监管环境看，政企不分、政资不分依然存在，配套改革匹配度不足。因此，以“管资本”为主的国有资产监管改革是一个系统工程，要从上到下进行顶层设计、从下到上完善基础环境。上海市应进一步推进政企分开、政资分开，明确国资委的定位和权责关系；优化底层制度安排，化解国有企业微观运行中市场化与行政化的矛盾；协同推进相关配套改革，完善以“管资本”为主加强国有资产监管的制度环境。 |

| Deepening state-owned assets management system reform must enhance state-owned assets supervision based on the management of capital. The survey on medium-level and high executives of SOEs in Shanghai shows that currently, Shanghai state-owned assets management mainly has the problems, for example, State-owned Assets Supervision Commission position is not clear from the perspective of management main body, that management organizations have too many levels and the relation between rights and responsibilities is not clarified, that from the perspective of supervision objects, the contradiction between marketization and administration exists in micro-operation of SOEs, that from management environment, government and enterprises still share rights, capitalists and administration still share rights, and matched reform is not enough. Thus, state-owned assets management reform mainly based on the management of capital is a systematic engineering, needs top executives design from above to bottom and needs perfection of basic environment from bottom to above. Shanghai SOEs should further separate politics from enterprises, separate capitalists from administration, clearly define the position, rights and responsibilities of State-owned Assets Supervision Commission, optimize grassroots institution arrangement, solve the contraction between marketization and administration of SOEs in micro-operation, coordinately boost the matched reform, and perfect the institutional environment for intensifying state-owned assets management based on the management of capital. |
