| 知识产权质押融资对于提高知识产权利用价值、缓解科技型中小企业融资困境、助推企业技术创新、加快实施创新驱动发展战略具有重要作用。重庆市自2008年开展知识产权质押融资以来，通过搭建服务平台和流转市场、扶持中介服务、建立风险补偿机制等措施，取得了一定成效；但还存在企业的知识产权创造和运用能力较低、政策体系不完备、市场机制不健全、对政府的依赖程度较高以及市场规模较小等问题。应紧密结合重庆市经济发展转型升级的需要，加大企业创新研发力度，完善知识产权价值发现和实现机制、相关政策支持体系、知识产权评估体系、风险补偿机制以及知识产权交易市场和人才服务，进一步推进重庆市知识产权质押融资的健康发展。 |

| Abstract: |
| Introducing the intellectual property pledge financing to the areas of finance and credit is important to improve the utilization of intellectual property rights, alleviates the financing difficulties of small and medium-sized enterprises, helps enterprises with technological innovation, and accelerates the implementation of innovation-driven development strategy. Chongqing has achieved initial results through a series of innovative policies and measures since the implementation of intellectual property pledge financing since 2008. However, in practice, it is still faced with the dilemma of low ability to create and use intellectual property rights of an enterprise, incomplete policy system, higher dependence on government, smaller market scale and imperfect market mechanism. Its perfecting path requires close integration of the needs of Chongqing industrial transformation and upgrading to impel the development process of intellectual property pledge financing from such aspects as strengthening R&D, improving policy support system, evaluation system and risk compensation system, perfecting intellectual property trading market and talent service. |
