| 西藏矿产资源丰富，矿业发展对于实现西藏跨越式发展和长治久安具有重要意义；经济发展新常态和特殊的区情要求西藏矿业发展要有新理念、新模式，“精准开发、参与式开发和共享型发展”是其必然选择。精准开发可以避免西藏矿产资源的无序盲目开发和资源浪费，是西藏矿业发展的现实要求；参与式开发可以很好地反映农牧民的需求偏好，利于科学合理决策，是西藏矿业发展的应有之义；共享型发展可以使相关利益各方都享受到应有的利益，实现矿区乃至西藏全域的和谐稳定，是西藏矿业发展的目标逻辑。西藏矿业发展的新模式对于西藏整体经济运行、中国矿业整体发展和其他地区经济发展具有普遍意义和推广价值，这种新的发展模式需要引起高度关注。 |

| Abstract: |
| Tibet has rich mineral resources, therefore, mining development has great significance to achieving leap-forward-development and lasting stability in Tibet. The new normality of economic development and special situation of Tibet demand new ideas and new model of Tibet mining development, as a result, precision development, participation-style development and sharing development are the inevitable choice of Tibet. Precision development can avoid blind and disordered exploitation of Tibet mineral resources and is the real requirement of Tibet mining development. Participatory development can reflect the needs of farmers and herdsmen, is conducive to scientific and reasonable decision and should be chosen in Tibet mining development. Sharing type development model can make stakeholders enjoy their interests, can realize the harmony and stability of mining area and is the goal logic of Tibetan mining development. New pattern of development of Tibet mining industry has universal meaning and spreading value to Tibet economic development, mining development of the whole China and economic development of other areas, and this new development models require a high attention. |
