| 摘要: |
| “田园城市”是城和乡的结合体，即用城乡一体的社会结构形态取代城乡分离的社会结构形态，具有城乡一体化、功能分区、和谐性和均等性等特征；“生态城市”视城市为一个“社会—经济—自然”复合生态系统，强调可持续发展，具有区域性、高效性、和谐性和持续性等特征；“生态田园城市”是一种融合了“生态城市”和“田园城市”优点的全域型城市发展模式，具有全域性、高效性、和谐性、持续性、均等性和系统性等特征。江阴市已具备建设“生态田园城市”的社会经济条件，应该加快全域户籍制度改革，构建全域生态保障体系、全域产业生态体系和全域民生保障体系，积极推进“生态田园城市”建设。 |

| Abstract: |
| “Garden-City” is the integration of urban and rural areas, i.e., the integrated urban and rural social structure pattern replaces the separated urban and rural social structure pattern and has the features such as the urban and rural integration, function division, harmony and equalization and so on. “Eco-City” regards a city as a complex ecological system of “society-economy-nature”, highlights sustainable development and has the regional, highly-efficient, harmonious and sustainable features. “Eco-Garden-City” is a kind of overall urban development model by integrating the advantages of “Eco-City” and “Garden-City” and has the overall, highly-efficient, harmonious, sustainable, equalized and systematic features. Jiangyin City has the socioeconomic condition for constructing “Eco-Garden-City”, should accelerate overall household register system reform, set up overall ecological protection system, overall industrial ecological system and overall people’s livelihood security system and actively boost the construction of “Eco-Garden-City”. |
