| 英国土地管制的效果明显，在政府和市场的协同互动下，中央与地方土地管理制度相融合，其土地管理体系具有较强的制度优势。而我国当前的土地管制中存在诸多突出难题，借鉴英国土地管制经验对我国构建科学合理的土地管理体系大有裨益。应进一步优化我国土地利用规划体制，构建土地规划、土地利用及增值收益的良性互动和协同机制，调整土地出让金征收及土地收益账目管理，并完善国有土地管理信息共享机制。 |

| Abstract: |
| The land management effect of the United Kingdom is obvious, under cooperative interaction between government and market, the land management system of central government and local governments is integrated, and her land management system has stronger system advantage. However, China’s current land management system has many problems, and learning land management experience of the United Kingdom is greatly helpful to constructing scientific and rational land management system of China. China should further optimize China’s land exploitation and plan system, build virtuous interactive and cooperative mechanism for land plan, land exploitation and land value-added profit, adjust the management for imposing land transfer fees and land profit account, and perfect state-owned land management information sharing mechanism. |
