| 统筹城乡教育发展，必须建立起科学有效的管理体制和运行机制。总结近几年来的实践经验，应探索建立科学的城乡教育一体化管理体制、学校干部教师交流机制、教育公平调节机制、教育信息资源共享机制等，提高城乡学校，特别是农村学校的办学水平和教育质量，进而实现城乡教育“良性互动”、“双赢共进”。 |

| Abstract: |
| Overall urban and rural education development must set up scientific and effective management system and operation mechanism. The practical experience in recent years indicates that China should establish scientific and urban and rural integrated education management system, exchange mechanism for school cadres and teachers, equal education adjustment mechanism, sharing mechanism for education information resources and so on, raise the school-run level and education quality of urban schools and especially the rural schools and realize good interaction and double win and progress of urban and rural education. |
