| 由于一些非结构性因素的制约和影响，新疆生产建设兵团产业结构变动与经济增长无论是长期还是短期相关性都不明显，但产业结构升级对新疆生产建设兵团经济增长的重要意义不可否认。应着力改善非结构性因素的制约，以产业结构合理化推动兵团经济持续增长。依据国际标准，兵团的三次产业结构的偏差度远高于自治区和全国，且其产业结构有序度有逐年恶化的趋势；兵团调整三次产业结构的总体思路应是：调整第一产业内部结构，大力发展第二产业，尽快提高第三产业比重。 |

| Because of the restriction and influence of some of non structural factors, it is not clear in long term or in short term relation between industrial structure change and economic growth of Xinjiang Production and Construction Corps, however, industrial structure upgrading is important to the economic growth of the Corps. The Corps should highlight the improvement of the effect of non structural factors and use industrial structure rationalization to promote sustainable growth of the economy. According to international standard, the deviating degree of the tertiary industry structure is very much higher than the Xinjiang and the nation and the order of industrial structure is deteriorating year by year. Thus, the overall idea for the Corps to adjust the tertiary industry structure should be to adjust inner structure of the primary industry, to emphatically develop secondary industry and rapidly to raise the proportion of the tertiary industry. |
