| 与发达国家相比，中国汽车召回制度的立法层次过低、惩罚力度较轻，而且汽车缺陷鉴定机构的缺乏也导致了汽车召回制度实施的低效率。中国应借鉴发达国家的经验，完善汽车召回制度的法律体系，提高立法层次、加大惩罚力度；加强汽车缺陷鉴定能力，优化汽车缺陷鉴定程序；同时，还应加强主管部门和企业的沟通协商，建立和完善有关信息收集网络。 |

| Compared with developed countries, China’s auto recall system has low legislation attitude, low penalty degree and low efficiency of auto recall policy implementation because of the lack of auto defect identification agencies. China should learn the experience from the developed countries, perfect legal system of auto recall system, raise legislation attitude, increase penalty degree, intensify the auto defect identification ability, optimize auto defect identification procedure, meanwhile, strengthen the communication and negotiation between the related departments and the enterprises, and establish and perfect related information collection network. |
