| 20世纪90年代以来，经费短缺成为全球高等教育的突出问题之一，拓宽教育经费渠道、提高财政投资的效率和效益、建立与时代发展相适应的现代高等教育财政体系势在必行，并已成为各国高等教育改革的普遍趋势。中国高等教育财政体制改革，既要学习和借鉴国外经验，又要立足中国国情，在公共财政框架下探索和建立高等教育财政与管理体制。 |
