| 中国区域经济的二元结构特征，使后发区域与先发区域存在较大的发展差距。制度滞后是后发区域落后的重要原因，后发优势的利用也必须以良好的制度安排为基础。制度后发优势可以通过制度移植、制度模仿和制度创新来实现。后发区域若想摆脱落后的困境，必须依靠市场和政府的双重力量，从制度安排上创造能够促进制度后发优势实现的有利条件。 |
