| 建立与完善新型农村合作医疗制度，对于统筹城乡经济社会协调发展、全面建设小康社会具有重要意义。成都市在实施新型农村合作医疗工作中，虽然取得了一定的成效，但仍然存在筹资水平较低、法律支持和农民认识不够等问题，而且乡镇卫生院投入不足、基础设施差、人才短缺。应尽快出台和完善相关法律法规，加大中央财政和省级财政在筹资中的责任，合理选择农村合作医疗的补偿类型，强化对乡镇卫生院的基础设施投入和人才的培养 |
