| 我国改革开放以来，人口流动成为普遍的社会现象，以农民工为主的城市流动人口的急剧增加，带来一些新的社会现象，主要是流动人口的合法权益得不到保障和流动人口违法犯罪现象增多。城市流动人口的“犯罪率增高”与“权益得不到保障”是紧密相关的，应制定一部统筹性的、高效力的法律，保障我国城市流动人口合法权益，并预防流动人口违法犯罪。 |
