| 大湘西旅游资源在中国乃至全世界具有比较优势，其发展应实施旅游带动战略。一方面，要创新乡村旅游，形成“政府主导、市场运作、部门协作、企业经营、农户加盟”的乡村旅游发展格局；另一方面，要重视农业和农村的发展，扩大农村的就业机会，探索乡村旅游与劳动力就地转移互动的发展模式，进而从根本上解决“三农”问题，改善民生，建设和谐社会。 |
