| 全国统筹城乡综合配套改革要在重点领域和关键环节率先突破:一个是推进进城务工农民的市民化;一个是推进城郊农民承包地和宅基地的集中化。农民变成真正的市民需要有三个保障条件:一是能在城市二、 三产业就业;二是在城市拥有自己的住宅,家属能在城市居住;三是能够享受城市居民享受的社会公共服务。与此同时,他们还需要放弃两个权力:一是农村耕地的承包权,一是宅基地的使用权。实现这“ 三保障 ” 、“ 两放弃” 的农民才是真正的城市化的农民,实现“ 三保障” 、 “ 两放弃” 后的城市化才是真正的城市化。 |

| If comprehensive matched - reform for overall urban - rural devel opment needs to be made breakthrough in important fields and key fields, one is t o make peasantswho work in the cities become urban residents, the other is t o p romote centralization of contracted land and housing land of suburb peasants . Three - guarantee conditi ons are required for a peasant to become an urban resident, the first condition is able to be employed in the secondary and tertiary industry of a city, the second one is t o have their own apartment in the citywhich can hold their familymembers, and the third one is able t o enj oy the public service which urban residents can have . Meanwhile, the peasantswho want t o live in a city must give up such t wo - rights as contracted - land use right and housing land use right . After the three - guarantee and t wo renouncement are realized, the peasants can become real urban residents . |
