| 在我国社会救助的主体结构中,政府固然是第一责任主体,但受政府财力所限,政府救助存在许多盲点,有相当一部分社会成员游离在政府救助的保障网之外.从我国人口众多、经济尚不发达的国情出发,帮助社会困难群体的职能不能只由政府单独承担.应发挥各方面的力量,使社会救助逐渐形成由政府包揽过渡到政府和非政府力量共同参与的社会救助新机制. |

| Abstract: |
| In the main structure of social assistance system of China, the government is a first subjectivity for the responsibility, however, the financial resources of the government is limited, there are many blind points in governmental social assistance, as a result, there are many social members who are out of the governmental assistance insurance network. Based on the situation of China such as large population and economic backwardness, the responsibility for helping social groups in difficulty should not be only taken by the government, other social forces should play a role in social assistance, so that the social mechanism for social assistance can be gradually transformed from governmental taking all responsibilities to the responsibility for social assistance being taken by both government and non-governmental organizations. |
