| 城乡一体化进程中农地制度创新就是要弱化农地所有权、强化农地使用权,即:仍然坚持土地集体所有,但集体不具有对土地的生产经营、占有、使用和处置进行干预的权利,减少其借所有者之名对农地生产经营活动的干预;同时,让使用权强化和扩大,接近事实上的所有权,从而使农民拥有土地的真正的处置权. |

| Abstract: |
| In the process of urban-rural integration, rural land use right innovation is to weaken the ownership of rural land and to consolidate the use right of rural land, i. e. , the rural land is still owned by collective, however, the collective do not have the right to manage,occupy,use and dispose the rural land but to reduce the intervention with production and business activities in name of owners. Meanwhile, the use right of rural land is consolidated and enlarged and is dose to real ownership so as to make peasants have real disposal right of rural land. |
