| 新农村建设是一项长期而复杂的系统工程,在建设过程中,应根据各地情况,因地制宜,切不可千篇一律,并注意轻重缓急.川东地区经济基础薄弱、人民生活水平较低、农村剩余劳动力过多、农业科技落后等原因,决定其在新农村建设过程中尤其在初期,应该以发展农村经济为核心;立足川东地区的资源特色、地域特点、劳动力情况和基础设施状况,积极发展特色农业、现代农业、劳务经济和加强基础设施建设. |

| New village reconstruction is a long-term and complicated systematic project, In the process of reconstruction, the methods such as suiting measures to local conditions, giving priority to urgent things, implementing the construction in order and making the construction with characteristics. Because the east party of Sichuan lags behind in the aspects of weak economic basis, lower living level of the people, too much rural surplus peasants, backward agricultural science and technology and so on, in the process of new village reconstruction, especially in the earlier stage of the reconstruction, the government should regard the rural economic development as the core, make use of special resources, geographic character, the situation of the peasants and infrastructure in the east part of Siehuan, actively develop agriculture with characteristics and modernized agriculture and labor service economy and consolidate infrastructure construction. |
