| 建设社会主义新农村是实现城乡协调发展和构建和谐社会的必然要求.新农村建设中必然涉及到耕地占用问题.基于西部地区农村土地利用的现状特征,本文探讨了新农村建设中用地与耕地保护的冲突,提出了新农村建设中以科学发展观统领节约集约用地、开展土地整理、改革现有土地流转机制,提高农地利用率、发展非农产业、科学规划和严格用地管理等建议. |

| Discussion on cultivated land protection in the process of new village reconstruction in the west part of China |

| Abstract: |
| Construction of new socialism countryside is inevitable requirement for realizing urban-rural coordinative development and constructing harmonious society.Construction of new village must involve occupying cultivated land.Based on current situation and characteristics of the use of rural land in the west part of China,this paper discusses the conflict between putting the cultivated land to other use and protection of cultivated land in the process of new village reconstruction and gives suggestions for the protection of cultivated land and reconstruction of new village such as using scientific development outlook to overall plan intensively economized use of land,reorganizing land,reforming current land circulation mechanism,improving land use rate of peasants,developing nonagricultural industry,scientifically and strictly managing the use of land and so on. |
