| 贫困的顽固性与扶贫济困的可持续性是关系全面小康建设全局的大事.国家对贫困救济承担基本责任、救济内容的综合性与全面性及管理的分层次等英国济贫制度的设计与选择,对于我国在绝对贫困救济立法中妥善处理好绝对贫困救济的对象范围、救济标准的确定、主体制度的选择和救济资金的筹措等关键性技术问题提供了前车之鉴. |

| The obstinateness of poverty and sustainable supporting the poverty-striken people is an overall issue for constructing well-off all-round society, british relief system designs and chooses to take basic responsibility for poverty relief, and its relief content includes comprehensive, overall and managerial level relief, which have enlightenment on key technological issues such as well categorizing absolute poverty population, standardizing relief money, choosing main system, raising relief funds and so on in the legislation of absolute poverty relief of China. |
