| 在城市不断扩展,城镇化进程不断加快的今天,失地农民的社会保障问题已经成为当前社会聚焦的一大社会问题,一旦解决不好,很可能激化因此而产生的一系列社会矛盾.本文根据农民失地的成因将失地农民分为两类,一类是自愿离土农民,一类是因征地而失地的农民.本文提出对这两类农民的社会保障应区别对待,构建合理的失地农民社会保障制度. |

| Abstract: |
| With the rapid expanding of urban areas and with the accelerating urbanization process, the social insurance issue of land-lost farmers has become a big social problcm which is focused by the society today. Once the problem is not wellsolved, a series of social contradictions will be triggered because of this problem. This paper classifies the land-lost farmers into two types according to the cause of land-lost, one type is the farmers who are willing m leave the land and the other is the farmers who lost land because of expropriation of the land. The paper holds that the social insurance of the two type land-lost farmers should he treated differently to construct reasonable social insurance system for land-lost farmers. |
