| 2004年沱江水污染事件具有典型的负外部性.按照控污的社会边际收益(如持续增进国民财产和健康)等于控污的社会边际成本等经济学原理,消除负外部效应,实现社会效益最大化是政府在市场经济中的重要角色.此角色的扮演必须基于一揽子职责行为的配合,如有效适度提供公共物品,宏观经济调控,收入与财富的合理再分配,维护市场秩序等. |

| The role of government in environment protection under market economy |

| Abstract: |
| In 2004, Tuojiang River water pollution has typical external negative effect. According to economic principle that social marginal revenue of pollution control, for example, continuous increase of asset and health of people, is equal to social marginal cost of pollution control. Eliminating external effect and maximizing social efficiency is the important role of government in market economy. The play of this role must depend on a series of responsibilities and behaviors such as proper public commodity, macro - economy adjustment, reasonable redistribution of revenue and asset, protection of market order and so on. |
