| 在建设社会主义新农村的历史新时期,我国农村公共产品的提供问题将受到空前的重视.而现行的"一事一议"制度对缓解我国农村公共产品有效供给不足不可或缺.通过公共产品供给制度诱致性变迁的模型分析,笔者认为,正是由于税费改革后农村公共产品供求错位比较明显,致使其供给制度发生诱致性变迁,又限于客观形势,"一事一议"就是这一变迁的产物. |

| At historic period of new socialist countryside construction,rural public product supply of China will be paid attention to Present one discussion over each matter system is necessary to solve the shortage of rural public product supply of China, Analysis of motivational systematic transition model of public product supply system indicates that the disaccord between demand and supply of rural public product is obvious after taxation and fee reform, which makes supply system motivational systematic transition. Under the objective situation, one discussion over each matter is the product of the transition. |
