| Western development is exploiting and developing west resources. With the progress of science and technology, talent resources play more and more important role in economic and social development. In western development, talents should be focused on. Talents have become more important production factor than natural resources and financial capital. Good regional environment must be created for talent growing up in order to realize economic development of the west and the role of talents in social and economic development should be brought into full play. |
