| 市场规则决定资本总是向投资收益率高的地区流动.资本形成不足是西部地区落后的直接原因.经济发展水平低,投资收益率不高,金融抑制,经济体制改革滞后,制度创新不力,区域开发成本高等限制了西部地区资本的形成.发展资本市场可以有效地促进西部资本形成.推进制度创新,塑造市场投资主体,完善金融市场,吸引民间资本,提高利用外资的规模和效益是发展西部资本市场依赖的主要路径. |

| Bottleneck restriction of capital formation and capital market development in west area |

| Abstract: |
| Market rules determine that capital is always flowing to the areas which have higher investment gains. The shortage of capital formation is the direct cause for west areas to lag behind. Capital formation is restricted by low economic development level, low investment gain, financial restriction, backward economic system, low system innovation, high regional exploitation cost and so on. Development of capital market can promote capital formation in west areas. The main paths to develop capital market are system innovation, molding market investment main body, consummation of financial market, attracting private capital and raising scale and efficiency to use foreign capital. |
