| 西部城市化水平落后,加速西部城市化进程势在必行.然而城市化的过程必然需要占用大量土地,甚至在很多情况下需要占用相当数量的优质耕地,导致耕地资源的流失.如何在西部城市化进程中保护有限的土地资源呢?一是要以土地利用规划为切入点依法保护耕地,二是制定西部的城市化重点战略走内涵式城市化之路,实施资源节约型的城市化. |

| Abstract: |
| Development of urbanization in the west of China lags behind the average level of the whole country, so it is compulsory to speed up it. However, we need the magnitude of the land , even the good cultivated land, which leads to the great loss of the resources of the land. This paper tries to solve the problems about how to protect the limited cultivated land during the process of the west urbanization in China. |
