| 小康社会昭示的理念是:从以物为本转向以人为本,从以官政为本转向以民生为本,从耗散发展模式转向和谐发展模式,从而真正转变单纯依靠以经济的增长来解决社会和政治问题的观念,改变以对财富的追求和持有来回答人生本质意义的观念.通过对全面的、均衡的小康社会所需要具备的文化环境、物质资源和制度条件观察,进而探究全面建设现代小康社会所面临的困难与出路,可以更好地理解全面小康的真实内涵. |

| Abstract: |
| The concept of well-off all-round society is to transform from taking material as a leading role into taking human being as a leading role, to transform from taking leaders' affair as a leading role into taking people's livelihood as a leading role and to transform from dissipation development mode into harmonious development mode. The concept that the solution to social and political problems purely depends on economic growth is really changed. The concept that the essence of human life is answered by pursuing assets is really changed. By observing culture environment, material resources and system condition in the need of well-off all-round society and by exploring the difficulty and way out in construction of well-off all-round society, the real connotation of well-off all-round society is better understood. |
