| 改革开放至今，各项优惠政策已经不再是投资最关注的因素，而优惠政策落实不力、市场交易行为不规范、缺乏公平竞争、各种名目的收费及摊派等严重捐害了投资的利益，严重制约了招商引资的进一步深化。因此，当前优化投资软环境要更多地从规范市场和加强制度建设等方面着手。 |

| Since reform and open-up, all favorable investment policies are not the topics for investors to focus on. Poor implementation of favorable policies, non-standard market transaction behavior, lack of fair competition and all kinds of arbitrary charges and unjustified financial levies jeopardize the interests of investors and hamper the investment. Thus, optimization of investment soft environment should start with standardization of market and consolidation of institution. |
