| 当前国民经济的总体形势较好,主要表现为:经济增长速度继续加快;经济运行的质量继续提高;对外贸易的增势继续强劲;城乡居民的生活继续得到改善.但是当前经济运行中也存在一些值得高度重视和认真加以解决的问题.主要是:全社会固定资产投资增长增速很高;在建的项目规模过大;新开工的项目过多;部分行业的投资在去年较快的基础上继续加快;地方投资项目过多,增长速度过快.由此,加剧了煤、电、油、运和重要原材料的供应紧张;推动了货币信贷增长的加快;加大了通货膨胀的压力;加剧了投资与消费比例关系的失衡,从而影响了整个经济的良性循环 |

| Abstract: |
| The total situation of present national economy has such good appearance as continual acceleration of economic growth,continual improvement of economic development quality, strongly continual increase in foreign trade and continual improvement of the life of urban and rural residents. Present economic development has such problems as rapid increase in fixed asset investment, too large scale of present constructing projects, too many new starting projects, continual acceleration of investment of partial industries this year and even that they developed rapidly last year, too many local investment projects and that they increase too rapidly. Thus, the important materials such as coal, electricity, oil and transportation are in short supply and money loan increases rapidly. The pressure of inflation is bigger and the proportion of investment and consumption is imbalanced. Good circulation of total economy has been influenced. Comprehensive analysis shows that there are necessary factors in six aspects and unreasonable factors in three aspects. As a result, central government puts forward thirty-two words macro-adjustment total requirement and implements main measures in six aspects. |
