| 刚出台的<深化农村信用社改革试点方案>,下大决心解决根本问题,允许产权形式和组织形式的多样化,改革工具新颖,并交由地方政府负责;但也存在目标定位不一、地方资金难落实困难、职能冲突难以解决、治理结构存在新问题、央行继续担当"消防队员" 、分摊方法过于简单、行政干预难以避免等缺陷. |

| Abstract: |
| The recently-issued The Experimental Plan for Deepening the Reform of Rural Co-op aims at solving the fundamental problems,permits a variety of equity forms and organization forms.It proposes novel reform mothods and points out that local goverrment should be in charge of the reform. However,there are still some shortcomings in the plan,which indude indefinite goal orientation,difficulty in raising local funds ,the difficulty in settling the conflict of duties,the new problem in adjusting structure,the roles of central banks still as "fire fighters",the difficulty in avoiding administrative intervention and so on. |
