| 关于区域发展的动力到底来源于自下而上的市场自发力量,还是可以依靠政府力量自上而下地推动区域经济发展的争论一直都是产业集群理论争论的中心,而且这一争论也一直没有停止过,基本上形成了上述两种截然不同的观点以及以波特为主对其的修正.因此,通过对有关集群形成机理研究的回顾与评述,找到制定集群政策必须考虑的因素,为集群政策的制定提供借鉴,具有重要意义. |
