| 西部大开发应该重点发展经济核心区.考察西部已经形成和正在形成的10个经济核心区发现,西部经济核心区总体存在经济实力不强、远离海洋、远离沿海经济核心区、缺乏大运力通道、经济发展以内资为主等诸多问题.但是西部经济核心区也具有资源丰富、自然条件相对较优、具有相对较好的发展条件、劳动力丰富和科技人才集中等有利条件.为此,西部经济核心区要围绕经济核心区的发展开发西部资源、加强基础设施建设、人口适度向经济核心区集中、制定倾斜的区域发展政策、发展核心区的重点地区、加强投资软环境建设和招商引资、发展以运输节约型产业为特色 |

| In developing the west,the main task is to develop economic core zones.By examinimg the 10 economic core zones,the author has found many problems.These problems are as follows: these core zones do not have great economic sbrength,they are far from oceans and lack local funds.However,they are rich in resources,have relatively good natural conditions,development conditions,abundant labour forces and a large number of scientific and technological talents.Therefore,the departments concerned should strengthen the construction of infrastructure,tap the resources around the economic core zones,amass population in these zones,formulate policies to give priority to developing these zones,improve the investment environments,attract businesses and investment and develop industrial systems with the characteristics of transportation-and -thrift-type industries. |
