| 农民问题的实质是收入问题，由于农业比较收益的低下和农村剩余劳动力存量巨大，第一产业就业空间极其有限，提高农民收入问题就自然而然地演变为如何合理解决农民就业问题，尤其是非农就业问题。根据安徽省的资源禀赋和农村剩余劳动力存量巨大的现实，因势利导发展劳务经济是提高全省农民收入的现实选择。 |

| Abstract: |
| The essence of the problem of farmers is income. Because the comparative income of agriculture is low and there is a lot of surplus rural labor force,the opportunities for fatmers to be employed in primary industry are quite limited and the matter of raising faimers' inccme becomes naturally how to help them get employed. Based on the characteristics of resources and labour forces in Anhui Province, this paper suggests it be a practical choice to guide the development cf economy of labour service according to circumstances. |
