| 分析区域创新理论兴起的背景，区域创新对中西部发展的意义，发现中西部创新能力不足的原因在于科技与智力资源方面存在差距、经济结构不尽合理、企业缺乏活力、体制变革滞后等，因此，增强中西部区域创新能力需要做到：增强政府的创新意识、改善创业环境，形成企业集群，加强企业、高校、科研院所及政府之间的互动。 |
