| 我国从1998年开始实施的扩张性财政政策，四年来对经济的拉动效果是非常明显的，这在国际国内已得到公认，但是由此产生的挤出效应抑制了民间需求力量的成长，使我国的经济增长过度依赖政府支出的增加，并且，我国的财政赤字和债务余额问题也到了该引起重视的时候，因此，从长计议，有必要对现行的扩张性财政政策进行调整，从而做到既有财政政策扩张对经济的推动，又尽力避免挤出效应的不利影响，进一步完善我国的积极财政政策。 |

| Abstract: |
| The expansive financial policy started to be implemented in 1998, the effect on economic growth is strong, which is recognized internationally. But the squeezing exit effect inhibits the growth of civilian demand, which makes economic growth of China excessively depend on the increase in government expenditure. The financial deficit and debt surplus should be noticed and it is necessary to adjust current financial expanding policy so that financial expansive policy can promote economy and the unfavorable influence of the squeezing out effect can be avoided. Positive financial policies of China should be further consummated. |
